Checked in-game and this set could be created in the Mages Guild, portal to Eyevea.
I've checked the Mages Guild's at Auridon and Wrothgar, no portals to be found.
Does anyone know where the portal is located?
I assumed that this portal would be in every Mages Guild.

There are portals in all Mages Guild Halls (or at least those of your own alliance, can't guarantee outside your alliance as I've not looked), but only after completing the Mages Guild quest line.

The Mages Guild quest line is done, long time ago. But for this set I'm unable to find the portal.
Auridon is my own alliance, so I thought the portal was located in the starting zone.I'll take a look at Riften.

If I am correct it is the final zones for each alliance. So Riften, Reapers March, and Bangkorai should have them i think?

Go to Rawkla (sp) and you will find your portal.

I know for the Fighter's Guild the portal only appears in the final city of your own alliance, but thought for the Mages Guild it was in any of your Mages' Guild Halls? I'll have to look later, been a while since I even considered this as I have access to the sets elsewhere.

Definitely in the Mages Guild in main city of each factions final zone.
Only the Fighter's Guild portals to the Forge are limited to the final zone of each alliance. The portals to Eyevea should be available in every Mage's Guild in the regular zones.

My mistake.
Jayne_Doe is mostly correct. The portal to Eyevea is not in every Mage's Guild in the regular zones, just the Mage's Guild in each main city of each zone. In many it's upstairs so easy to miss.NA - DC - DK - PC

And it can be found cross-alliance as well. Just saw one in Marbruk's Mages Hall despite being EP on this character.

Go to the Elden Root mages guild in Grahtwood. It will definitely be there if you've completed the mages guild line.
